A witness to Tammie Arend's situation

I recently came upon the memorandum presented below from Melissa Huber, who was a 2021 candidate for Lansing mayor. She has Ph.D. in community psychology from MSU and has been a community, youth and economic development professional for over 25 years. I have not met her, but I know she was familiar with Tammie's situation because of the account she wrote of a November 19, 2019 inspection done by the Development Office. Here is her April 14, 2021 memorandum:
