The
City has 2 separate retirement systems, the Police and Fire
Retirement System and the Employees Retirement System (ERS).
Membership in the Police and Fire Retirement System is
restricted to
Fire Department
employees who hold the rank of
firefighter or higher and Police Department employees who hold the rank of patrolman or higher. A
description of the Police and Fire system can be found in this
summary
on the City's website and in section B of the
actuarial
valuation for the Police and Fire system.
The Employees Retirement System includes these groups:
Teamsters, Exempt, District Court, Executive Pay Plan, Police
911, and UAW. Elected officials are excluded, but they are in a
defined contribution plan to which the City contributes an
amount equal to 6% of gross salary. A description of the
Employees Retirement System can be found in this
summary
on the City's website and in section B of the
actuarial valuation
for ERS.
Listed below are details
on pensions for some 2010 and 2011 retirees from each system. The information
comes from pension calculation sheets obtained from the City with a FOIA
request. You can see the actual
pension calculation sheet by clicking on the
retiree's name. Although all the retirements were in 2010 or 2011, this
is not a comprehensive list. The people I requested pension calculation
sheets for were identified by looking at hire and termination dates on
the list of 2010 employees and by
reading the minutes of Retirement Board meetings for 2011.
Except for the Fire
Fighting Division of the Fire Department, salaries were calculated as hourly rate times 2080
(40 hours a week). For the Fire Fighting Division, salaries were
calculated as hourly rate times 2799.94 (53.845 hours a week - see
Work Week
for Fire Fighting Division. Hourly rate comes from a
list of City
employees on the 2010 payroll.
Police and Fire Retirement
System
The "multiplier" for this system is 3.20%.

DD is duty disability. Pension is
2/3 of FAC until age 55, then it is recomputed.
NDD is non-duty disability.
Must have 10 years of service to be eligible. Pension is
computed the same as for regular retirement (service x
FAC x 3.2%) with a maximum of 2/3 of compensation of
either a full paid patrolman or firefighter at date of
retirement.
For details, see page B-1 of the
2009 Actuarial
Valuation Report or this
document on the City's website. |
For the
21 age and service fire retirees above, pension averages
91.3% of
salary.
